On spaying/neutering gerbils

Will the new Las Vegas city ordinance requiring that all cats and dogs be spayed or neutered apply to other household pets? Like ferrets? Gerbils? Those things that look like little flying squirrels? Nope. Only cats and dogs. You can apparently breed rabbits all day long. The law goes into effect April 1, 2010, and does not apply to licensed dog and cat breeders, of which there are only three in the Las Vegas city limits.
